Augie refers to 210.12(A)(5) where adopted for new work, but there are other methods.I believe to do so would require a metallic wiring method from the supply to the device

Only if using metallic raceway or wireing methods between branch origination and first receptacle. Otherwise AFCI must be at the origin of the branch circuit.you are saying it can not be used
The intent of the receptacle has nothing to do with it.so that receptacle is only intended for remodels and circuits run in EMT
