Is it ok to have 15A switches on 20A circuits and if so, where is this stated in the NEC?

Yes it's permitted although it's not directly stated in the NEC. If you think in terms of incandescent dimmers some have a maximum load of 600 watts which if they were sized for the branch circuit you would need a 5 amp OCPD.

It is dependent on the type and size of the load and the type of switch being used. See 404.14
