15kV future use cable - leave energized?

We have a situation where we're designing for a future 15kV service to come out of a PMH padmount switch. The cable will be run through a ductbank and left inside the gear for future termination.
I think it's best to terminate the source end, but dead-end insulate the future use end of the cable, and leave it energized, thinking this will minimize cable degradation. We would hang some identification on the cable showing that it's energized, and from where.
The alternative would be to seal both ends.
Any opinions are welcomed.

I would seal both ends or at least install the terminations and isolate. The thought of leaving an unterminated and energized MV cable would not sit well.
 
Terminate the wire with an elbow on one end, energize the cable, leave the end with the elbow on a parking stand arrestor. How will you know if the cable is good or not until it is needed? Then it will be too late.

If any end is ever to be left unterminated, it should not be the source end.
