1600 amp service

I have a 1600 amp service that called for 4 - 4" runs with 750 AL. I know 750 is good for 385 amps on the 75%. Is this possible?

In that case 230.90(A) will require 1600 amps of conductor, and you do not have that. There is no rounding up when the OCPD exceeds 800 amps.
