1980 NEC Grounds and Neutrals together in sub panel?

I do not know if it was ever acceptable for grounds and neutrals to be together on the same bus in the sub panel. I inspected a home that was built in 1981 and the sub panel only had one bus bar where the grounds and neutrals from each circuit were lugged together.

A subpanel in a separate structure was permitted to have a single bus bar for the EGC and neutral connections prior to the 2008 NEC. If within the same structure it was never permitted.

not allowed at a sub panel in 1981 . from the 1968 code and earlier. article 250.61 says, the grounded circuit conductor(neutral) on the load side of the service disconnecting means shall not be used for grounding equipment, cable armor, or metal raceways except as allowed in 250.60{ranges and dryers)
