1984 electrical service wire requirements

My home was built in 1986. We are located in MA. Recently, our whole street lost power and the municipal electrical company is telling us it is because of our house. They are saying the direct buried high voltage wire that connects from the street to a transformer at the top of our 400' driveway broke due to age. The kicker is this is not something covered by our home owners insurance and the municipal electrical company is telling us it is our responsibility. This is going to cost us $20k out of pocket to replace the wire with a new wire in conduit. Our contractor is telling us the original wire was not built to code. I am trying to figure out the installation requirements for the original wire. Should it have been in conduit? How deep should it have been buried? Or where can I find this information? I do not have a background in electrical code, but can find out more information if needed.

There are too many variables to give an answer. Besides that, this Forum is intended for those in the electrical industry. I would suggest you contact another electrician/contractor to maybe give you a second opinion.
