Hello.

Will need to install ufer ground this week

250.52(3) says bare or zinc galvanized "or other electrically conductive "coated" steel reinforcing bar"

I was planning on attaching a #4 with an approved clamp to the rebar.

Am I to coat that rebar with something?

Just attach to the bare rebar, no extra coating needed.

Not unless you want to.
The way I read the section, bare is OK; zinc coated is OK; other coatings are OK only if they are conductive.
The main point is that plastic or epoxy coated rebar could not be used to make a UFER since there would be no electrical contact to the concrete.
