2 120V circuits in 1 J box

I have situation where I would like to add a light onto a J box. I would like to bring a 14/2 romex from another circuit to feed the light only and keep the other 2 romexs spliced separately. Of course I will splice all the EGC's together.Do I have to make sure that the hots are on a separate phase? Ans do I have to use handle tie if not a multi-wire branch circuit? Is this accepted by the 2002 code?

The EGC are connected together as you stated.
Handle ties are only required for recptacles on the same yoke for a multiwire branch circuit.
Your OK on box fill I assume.
Is this new work or exsiting old work?

No reason to connect them together. Splices are better with two wires than three.

I thought I posted another response to this topic, what happened?

You should not connect the neutrals from separate circuits together.

If you do you will have parallel conductors back to the panel in sizes smaller than 1/0. Violating 310.4

If this is existing old work, how will the NM be run to box? Does the box have internal clamps?

No internal clamps so don't need a reduction in box fill. It is going to a single gang old work box(plastic)and being snaked in. The box has a blank plate on it now and will have a wall sconce installed on it.
