I have 2-200 amp disconnects that have to be mounted to the right side of 320 meter base. The utility company here doesn't want you to cross their feed into disconnect. So they require both disconnect to right of meter base. Can I feed thru one disconnect to the othe

As long as the raceways don;t contain service and non-service conductors.

I always put one to the right, the other to the left, because if I need two panels in a house that large, I never put them together. Shorter home runs. But as @augie47 said, you can’t have service and load conductors in the same raceway. You can use a wireway below the disconnects for your service conductors into the meterbase. I’m assuming you are coming out of the back to feed the loadcenters.

Did you by chance mean the supply into the meter socket? Otherwise you are crossing at least one the supply conductor sets to a disconnect with how you are describing things.

NEC has no general restriction here other than you kind of need room for what you are doing and often with 200 amp or larger items like this there isn't really much room for extra conductors other than one set of in and one set of out conductors.

A junction box or wireway might make this easier to accomplish. Remember you can't have service and non service conductors in same raceway or wireway. You could have both in the same cabinet or junction box. This also gives you a good place and neater looking install to run the GEC to, otherwise you need to make tap from one disconnect to the other with the GEC, unless your POCO (or some AHJ's) allows you to land it in the meter socket then that is an option as well.
