2 buildings, later joined together, 2 services

We are preparing a bid for a doctors clinic to install a generator on building #1 which is 1200A, 120/208. Building 1 is connected to building 2, which was done later. Building 2 has 600A service, 120/208. They are wanting run building #1 on generator and just a few select circuits in building #2. I do not believe this is legal but cant locate it in the NEC, any thoughts or guidance is appreciated. Thanks.
 
Is these building separated by a fire wall and considered 2 separate structures? If so 225.30(A) exceptions may apply
 
So if it is considered one building then just feed those outlets from the other service. Not sure how legal that entire thing is as you have services at different areas of the building. I imagine a label saying where the feed comes from would be a good idea. I would also check with the authority having jurisdiction but I think it is compliant

I agree with Dennis. Once the buildings were joined, the "two service" situation became a violation unless you can fit one of the 230.2 requirements.
I think I would address that elephant in the room with the AHJ and then decide how to tackle the emergency circuits.
