2 circuits feeding 1 industrial control panel

A large industrial control panel (housing plc's, I/O boards etc.) has 2 separate 120v power feeds coming into it.

Code violation?
 
1. are they separate power sources or two circuits from the same panelboard?
2. do they energize the same circuits?

how is this different from having multiple sources of power on remote telemetry contacts?

What code would it violate?

UL508a would seem to be the most likely candidate for how you can design an industrial control panel. This is what it says.
30.3.5 When two or more disconnects are provided for multiple supply circuits, they shall be grouped in
one location on the industrial control panel. Each disconnect shall be legibly marked to indicate the
equipment it disconnects.
