2 circuits, same junction box

Are there restrictions on installing 2 circuits in the same phase and in the same junction box?

Specifically, In a kitchen with a light over the sink and a disposal under the sink. They would be on separate circuits and it is common to see them switched in a common double gang box.

Is a plastic box divider be required?
Are the circuits required to be out of phase?
