2" EMT with innerduct & grounding wire

I am installing 2" EMT with 1" inner duct to be used for fiber optic line that the communication utility will install. At the same time they require #6 Grounding wire to be installed to the electrical grounding system.

My question: Is it code violation if I install the grounding wire along with the inner duct in the 2" EMT? Both ends of the conduit will be open ended and will not terminate on any enclosure. The grounding wire is to bond the frame of the equipment.

No it's not in my opinion , you're using the EMT for fiber,Not Electrical circuits.
 
While this "grounding" conductor should never be called on the carry high currents, its ability to do so will be limited if it is not bonded to the EMT at each end, assuming that the EMT is made of ferrous materials.
