My state has adopted the 2018 International Residential Code for 1 and 2 family dwellings. A contractor can choose this code or the NEC to wire a dwelling. The Residential Code states "E3601.2 Number of services. One-and Two-family dwellings shall be supplied by only one service." The NEC in 230.2 states "230.2. A building or other structure shall be supplied by only one service unless permitted in 230.2(A) through (D)." Our state then amended the section E3601.2 to include an exception which states "EXCEPTION: A building with more than one occupancy shall be permitted to have one set of service entrance conductors for each service, run to each occupancy."
Si if I read this correctly, a "duplex" can now have 2 services, at opposite ends of the structure, without grouping the disconnects, no fire walls, no plagues. Does anyone else read it this way. Just a hint, this might be Indiana and we still use the 2008 NEC.
 
It's very difficult to read it that way. Since you would have to speculate. It doesn't say any thing about not being grouped.

That being said, in Indiana, I'll bet 40 percent or more of duplexes have only one disconnect for the far side. The other is behind the wall behind the meter. They just cant figure out what grouped means. :(
