I’m repairing a 2 family dwelling.
1 lower level. It contains a 150 amp main breaker
Panel
2nd floor has a 150 amp main breaker panel also. Both exterior walls

Question is I plan on installing 2 gang meter pan.
And having 2 exterior 150 amp mains grouped below 2 gang meter pan

Is there a exclusion so not to have mains outside grouped. And just have inside mains which are in panels already. Seems it was this way ( without exterior mains). Before

The mains can be exterior or interior but they must be as near as possible to the point of entrance of the conductors. Some areas have amendments that require the disconnect outside so check on that first.

230.70 General. Means shall be provided to disconnect all
conductors in a building or other structure from the service entrance
conductors.
(A) Location. The service disconnecting means shall be installed
in accordance with 230.70(A)(1), (A)(2), and (A)(3).
(1) Readily Accessible Location. The service disconnecting
means shall be installed at a readily accessible location either
outside of a building or structure or inside nearest the point of
entrance of the service conductors.

A better question is why do you think you need the mains outside? Is this a local requirement? Otherwise, I don't believe the NEC requires it.

You need to group the service disconnects together so I would say that they'll need to be outside adjacent to the meters. Pretty common installation in NJ.

If you have main breaker panels, doesn't the panel breaker serve as the disconnect??

Yes it can but the panels would need to be grouped in one location. His main CB for the second panel is on the second floor.

I believe that 230.40 Exception No. 1 allows one set of service entrance conductors to be ran to each occupancy, and the grouping of disconnects would apply to each set of service entrance conductors individually as allowed by 230.71(A).
Common installation for strip malls around here.
