2 Feeders on a building allowed

I have an instance where 2-200amp branch circuits are leaving a main service in a building to supply outbuildings.The conductors leave the main service go underground and first terminate in 2 terminal boxes/no breakers/ that are side by side on an outbuilding. The one 200amp feeder supplies power to that building and the other continues on to others. Would this qualify as 2 feeders to that building or is this allowed? Thanks in advance
 
You will need a main breaker and two grd rods in the one feeding the first building.
IMO the other would be just a splice and not considered in the building. It would be okay just in a junction box, going to the other building.. This is something you probably should check with the AHJ if you are going to have time and man hours in it.
