2 issues - need to read code

I'm looking for the code on 2 residential issues:

1) Circuits for ceiling mounted lighting fixtures. I'm being told that it's code to have a switch at every room entrance for primary overhead lights in the room.

2) Troffer style recessed fluorescent lighting recessed between joists in a ceiling. In a residential application is there code that states a "firebox" must be constructed within the joist bay where each fixture is installed?

I looked in the article 400 - 410 section but could not find anything on these issues. Can someone direct me to the right sections that describe these topics?

That's what I was looking for. I know that fluorescents work far below 194 deg. F so I was skeptical about the "firebox" issue... unless boxing them in would make them exceedingly hot...
