2 legs of a 3 phase system

You guys. I'm losing my marbles here; help me out. I have a modular building powered by 2 legs of a 3 phase 120/208 system. When calculating out my panel amperage...am I using square root of 3?
 
A industry standard term for this here is a 'open wye' system, I don't know why the NEC still uses a sentence to describe it every time instead of simply defining 'open wye'.
In a open wye the neutral does not 'cancel' like it does in 'split phase' so it cant be get reduced in size.
See 220.61(C)(1) it is describing 'open wye'
