2 Owners Shareing the Same Junction Box

Can two owners have conduits and cables routed to the same junction box?
The existing conditions are that METED (Pennsylvania Utility) and PennDOT both have conduits and cables routed through the same junction box. I thought they are required to be separate (at least by both agencies standards but couldn't find any).

Is there an NEC code reference saying they are required to be separate and have two separate boxes?

230.7 Other Conductors in Raceway or Cable. Conductors other than service conductors shall not be installed in the same service raceway or service cable.

Because service conductors are not protected at their source, they are "more dangerous" than feeders or branch circuits. It is not a good idea to mix service with other conductors.

POCOs often (always?) prohibit mixing unmetered conductors with any other conductors to make power theft harder.

What kind (purpose) of conductors are you talking about?
 
The shared junction box was about 20 feet away from the meter to feed PennDot roadway lighting facilities. I am going to respond that they should be separated. Thank you for your comments.
