2 pole breaker for a multiwire branch circuit

Quick question: The original design was to feed cubicals with a 2 circuit multiwire branch circuit fed from a two-pole 20a breaker. The panel is 208/120V, 3phase, 4 wire. The furniture shipped wired for a single circuit. Although not desirable, can I keep the 2 pole breaker in the panel to feed a single circuit? If so, is the second pole a spare?

I haven't been able to find anything in the code about going from a multiwire to a single branch circuit.

Yes, you can feed one circuit from a multi-pole CB.
