2-pole breaker for separate circuits

I was looking at old threads to answer my question and couldn't find it. One thread said you can use 1 pole of a two pole breaker. Can you use both poles for two different circuits. (not a mwbc, in other words like 2 12-2 cables) I think you can but not sure.
 
I agree with Jumper,

Not a code violation to use a 2 pole common trip breaker to protect 2 branch circuits. May not be the best design choice but not a violation.

Yes, but the common trip of a 2 pole breaker could be a problem.

For example; 2 SABCs on on a 2 pole breaker, it trips, which is the problem?

That is exactly why I don't like mwbc's. I had to troubleshoot one a while ago and it was lift a wire, put it back, lift the other, go upstairs, try to remember which did which, etc. But thanks for the answers.
