Do you thing that any 240v, 2-pole loads such as motors, electr. car chargers, 240v heat lamps would operate better , briter,.....@ 240v, Delta config. - phase-A (120v) and phase-B (208v)
than if they were connected to 240V (two 120V phases) ??????

Is it okay to connect 240V heat lamp to Delta system using high leg, 208v and 120v leg ????

No, they have the same voltage either way.

Yes, you can connect your 240V single phase loads A-B, B-C or A-C.
