2 questions about different stuff

I have a service upgrade and the HO has a roll of nickel plated copper #4 bare wire for grounding purposes. Can i use nickel plated copper...what is the difference i cant find it in the nec 05, but i don't really know the classification.

AND... Can a dimmer be installed before a photocell on outdoor lights. How does a photocell work, because i put a dimmer before the PC and now if the lights are coming on extremely early. Will low voltage, because the dimmer, cause this? or is it just coincidence.

I would imagine that nickle plated copper is fine but I would not put a dimmer before a photocell. It will not work properly

The PC won't work on a dimmer because you're reducing the voltage to it.

The dimmer needs to be after (downstream from) the PC.
