Whirpool Hot Tub Won't Work With 2 Single Pole 20 Amp GFCI Breaker
If Line Neutral Connected Even Whirpool Tub Is Not On Breaker Trips. No Connection Made On Load Neutral. Tub Requirement Power Supply Is 240 V , 20 Amp 50/60 Hz

I am closing this thread.

Other than the excellent advice given by Roger, the forum rules prevent giving assistance to those not in the trade.
 
I'll unlock add a comment and then lock.
A GFCI trips between 5-6 milliamps. You can be electrocuted at 30 millamps. If the GFCI is tripping it could be 50 milliamps leakage to ground or more.
Call a certified electrician.
