20 amp circuit to bath

Our building division requires a separate 20 amp circuit to each bathroom. In coming to this requirement we found that just 1 1800 watt hair drier will draw approx. 15 amps. We have houses that have 4 and 5 bathrooms. So 2 or 3 hair driers working together have caused nuisance tripping. Is this a fair requirement to ask for. On a personal note; I've got three daughters and they will run the driers, curling irons and what ever else they can plug in at the same time.

The NEC is a minimum requirement. You are free to install more circuits than required.
