20 amp rated outlet ok for 15amp circuit?

On a 4 wire, 220v 15 amp circuit (w/15 amp circuit protection), can I use a 20 amp 4 wire recepticle?

No. Table 210.21(B)(3).

I'd say yes. Table 210.21(B)(3) is for two or more receptacles. A single 20 amp receptacle would be permitted.

agree, infinity.... 210.21(b)1 for single outlets only states not less than circuit.
Axz noted in earlier threads, I have seen situations where folks want an outlet heavier than the circuit rating to extend life due to frequent use.
