200-400 upgrade on house.

House staying at 200 with other 200 feeding separate panel at detached garage 15 feet away.

If I use An outdoor panel labeled emergency disconnect on detached structure I should be fine correct?

Detached garage currently has 100 amp sub panel that is fed from house but luckily it’s fed with 2”.

So you're increasing your house service to 400A. Is that correct? Is the service attached to the house or is it on an H structure? Are you in Indiana? Are you in an area that has permits and inspections?
What equipment in the garage are you adding that will increase your load?
Sorry just had a few questions to picture what you're doing.

I think if you are required to have a emergency disconnect it would need to be a 400 amp disconnect at the house.

I'm not sure where you would be able to make your neutral to ground bond either. Maybe inside the emergency disconnect?

No the panel in house will remain a 200 amp.

Yes 200 amp underground meter base is attached to house. Panel inside house is a 200. It is currently feeding a 100 amp sub panel in the detached garage. The customer wants a 200 amp panel in the detached garage which is just a small 2 car garage will minimal load

Yes permit will be pulled and will be inspected by a local inspector.

Customer has built a third large shop and will feed it from the small shop with the new 200 that we will install.

Putting a new 200 amp service on large shop not an option due to FEMA saying it’s in a flood plane. It took 2 years just to get building permit approved.

You don't need an emergency disconnect on the detached structure.

I would use 230.40 ex#3 to feed the detached structure with service conductors.
