I understand 250.119 (A) about not being allowed to phase tape 6 AWG and smaller for the grounding conductor. What about 200.6? Can we phase tape the grounded conductor when using 6 AWG or smaller other than green wire?

No. 200.6(B) Larger than 6 AWG
