200 amp automatic transfer switch on 100 amp service

A Customer is dead set on buying a generator that comes with a 200 transfer switch. His service is 100 amps. I tried to see if they sell 100 breakers so I could just swap the breakers. But I believe the breakers are physically different.

It’s an older service with the service disconnect/main breaker inside in the panel. What I propose is to just add a simple 100 amp service disconnect outside between meter and new 200 amp transfer switch. Separate the grounds in the neutrals inside. And run the grounding electrodes into the service disconnect outside. Am i missing something? I think this is a simple solution, that way he can buy and use what he wants. And he will have a big generator on a little house
 
First, you don’t have to buy the packages, and even if you do, at least with Generac, you have options for 100, 150, and 200 amp ATS.

A 100A SE-Rated ATS is only like $800. You’re going to spend that on a 3R fused disconnect anyway.

Or sell him a panel upgrade to 200A if he wants the extra capacity.

Customers get weird ideas in their heads and then get hung up on them like they are gospel truth.
 
I assume the homeowner may be thinking of an upgrade at some point. I would certainly install a 200 amp meter base to avoid issues later
