Doing my first overhead fed panel upgrade.. I've done a number of underground upgrades, but I'm still confused on this one. Installing a semi-recessed Cutler Hammer Combo Unit that can be fed from underground or overhead. Never noticed it before, but it looks like the termination lugs can be flipped 180 degrees so they would be on the top side of the meter. Undo a couple of screws, flip it , and bam, top fed panel. Is this the correct way to do it?
Or should I route the cables past the meter socket and turn them back up into the lugs? Whatcha think?

dont flip

dont flip

Ive installed lots of these and dont know why u would try to flip any thing. The meter goes to the top and it is allready connected to the disconnect lugs. For overhead you install a hub on top of the meter and connect to the top meter lugs . The feeder wires connect to the lugs on the bottom of the box. The only difference for underground is the service comes up thru the panel but is seperated by a metal divided inside the disconnect and goes up to the lugs on top of meter. The blank cover stays on top of meter.

On a 200A unit lugs are installed for UG service for OH, just move lugs to top bus no other action nessasary 100A has lugs for for UG/OH already.

I apologize to everyone for the wording I used in the OP.
Norcal you hit it right on the head. I was referring to the lugs swapping from the bottom to the top. I believe in my OP I mentioned flipping the meter socket around, it was a long day and late at night when I posted it. Looking at the meter area, once I move the phase lugs, not much room for the ground to slide by and land down below. Every option is very tight, and or next to the phase lugs, almost touching. But I appreciate all the responses.. THX
