I have a 200 amp three phase fused disconnect switch only and I would like too know if I can use a main lug panel as my primary

Welcome to the forum.

If you mean feed the ML panel from the fuses, yes, as long as you're in the same structure.

Also, Mr. Larry, I do have a question I’m still learning can I run single phase off of a three phase service

I think we need more information. Is this a real situation or something for your education?

And if so, how do I achieve that I would assume just running it off of one leg, right?

If you have 208Y/120, then you have three single-phase 120v line-to-neutral sources, and/or three single-phase 208v line-to-line sources.

This is pretty basic stuff.

Thank you for telling us where you are coming from. Do you have supervision on site?

It is common to take a single phase feeder, which would consist of two hots and the neutral, off a three phase system.
Yes. It depends on the electrical needs of the devices you're looking to supply power to.

An electrical design generally starts at the load(s), and works its way toward the service.
