Customer had class 320 meter installed ( 2 200 amp main breakers and a double slot for 1 100 amp breaker) and wants to install 3 tiny home/ she sheds that have 100 amp panel boxes with 100 amp main breakers installed in them. Contacted CO-OP to see about having 200 amp breakers exchanged for 100 amps in the meter base. That was not an option, CO-OP said just hook 100 amp service wire to the 200 amp breakers and run service line to the 100 amp panels and they will be protected by the main breaker in panel. Is there a code section that allows this? I seen NEC 240.21 (b) (5) but not sure if it applies. The closest city codes around us are NEC 2005 these are 2017 that i am referencing. This also presuming the meter base breakers are considered emergency disconnects for the CO-OP

240.21(B) Feeder Taps. Conductors shall be permitted to be tapped, without overcurrent protection at the tap, to a feeder as specified in 240.21(B)(1) through (B)(5). The provisions of 240.4(B) shall not be permitted for tap conductors.
