Better than that.....there is no Article that says you can't.
Think about a standard single phase 40 circuit 200 amp panel, If I load it with all single pole 15 amp breakers that totals a possible 300 amps per leg on that 200 amp breaker.
It's allowed because the calculated or connected load is what matters.
One last note, some panels have restrictions on how large a breaker can be put in.
With the plug in panels I used to deal with we could install a 2 pole 100 using just 2 spaces, to move above that to a 125, 150 200 etc required using 4 spaces (2 on each side of the panel).
