This power would need ran through open ceiling in basement. Part of the run would include the power cable running through open ceiling in bathroom. The panel is not mounted in bathroom but the power cable must run through bathroom to get from meter to new panel...approximately 20' from bathroom. Is it legal per CODE to run SER cable through ceiling in bathroom?

Twenty feet of service conductor (if no OCPD at meter) inside the building footprint at any height would not make it by most inspectors.
If you put in a main/service disconnect breaker at the meter, there should be no problem.
