I infer that you are the owner of the building, or are acting on behalf of the owner.
I fear your question is a bit oversimplified. Let me start by suggesting a few questions that you will need to consider.
1. How do you know that a 200 amp service is not adequate?
2. How do you know that a 300 amp service will be adequate?
3. Has anyone performed any kind of load measurement or load calculation, in an effort to establish the service size that you need?
4. What kind of facility is this, meaning is there any special equipment with special power needs (such as welding outlets, or a furnace, or large laundry machines, or sensitive electronics)?
Depending on the nature of the project, you might only need the services of one electrician (plus perhaps a helper or two). But if the project is large and complex, you might need a professional engineer to perform a design, and a larger electrical contracting company to perform the installation. You should, however, be able to get a start, by talking to one of the people Roger mentioned.
