200 ATS feeding a 150 amp panel

Is it legal to feed a 150 amp panel with a 200 amp service rated ATS. Contractor is using 4/0 SER so the wire is protected correctly but assuming the panel is reated for 150 amps is it legal? And if so could you do the same for a 100 amp panel.
 
A 150A panel must be protected by an overcurrent device rated not greater than 150A. That could be done in the ATS or at the panel. Without that, it is illegal.
 
I agree with jagged, the panel needs to be protected from current over 150 amps by an OCPD. The #4/0 isn't an issue.
