2000A Service

I am currently designing a 2000A service that is supplied from a utility owned transformer located ~225' from the service panel. I know that the utility co. drives a ground rod at the transformer and that I cannot tie into it. I am using underground laterals in PVC. Also, I will be providing a connection cabinet at the transformer. Do I need to run ground wires in the conduit or can I drive a rod at my service panel?

FYI
The same xfmr is supplying an existing 1200A service panel located within the same utility room as my new 2000A panel. I currently don't know how the existing panel ground is tied into the building. Can I have more than one driven rod, one for each service panel?
 
All you need to do is install the phase (ungrounded) and grounded (neutral) conductors from the transformer to the service. No additional grounding conductors are required . 250.50 provides all the specifications for what is permitted and/or required to be used as a grounding electrode.

Since there is already a service installed at the same location of the new service. You must use the same grounding electrodes as the existing service, or make sure your grounding electrodes are bonded to them. See 250.58 of the NEC.
