Need some help here. It is my inderstanding that section allows the GEC to terminate (bond) to the service neutral at various points in a ac system. I was alwys under the impression that the GEC must terminate (bond) to the service neutral at the FIRST point of disconnect. The residential installs in my town have either a meter can with a fused disconnect or a meter can without and the first point of disconnect would then be in the panel. We have our own electrical utility department and they have always required that the GEC form the ground rod terminate (bond) to the neutral lug in the meter can reguardless if fused disconnect is located at the meter can or in the house at the panel. Hopefully I have used the right terminology. I just want to make sure that Iam painting the right picture.

The NEC permits the GEC to be connected at any point or points that are on the load side of the service point and on the line side (or within) of the service disconnect.
