300.15(L) in the 2005 addresses manholes and handhole enclosures.

where accessible only to qaulified persons, a box or conduit body shall not be required for conductors in manholes or handhole enclosures, except where connecting to electrical equipment.
314.30(D), Covers, gives us the requirement for handhloe covers.
Handhole enclosure covers shall have an identifying mark or logo that prominently identifies the function of the enclosure, such as "electric". Handhole covers shall require the use of tools to open, or they shall weigh over 100 lbs.
Doesn't the cover, sue to its requirements, ensure that the splice is accessible only to qualified persons? I guess my question is, what is the requirement of 300.15(L)? Is it stating that the entire handhole enclosure must be only accessible to qaulified persons, or is it saying that the splice itself must be accessible only to qaulified persons?

I would agree that the handhole being locked is the intent.

The handhole enclosures for a local POCO actually use a pentagonal bolt for tamperproofing. A little sweet-talking of the friendly POCO field personnel can sometimes award you with the socket to fit... :D

Sure is easier stubbing in laterals with access to the top of the box!
