2008 blue handbook

Does anyone have a 2008 hand book the blue on readily accessible if so. Looking for. A picture of exibit 230.14 on pg 148 I can't seem to locate my book at the moment.

So judging by that diagram wouldn't that wire way be a viloation why not just tap the transformer or PLB twice

Why would that wireway be a violation? It is on the exterior.
