I am doing a rough in and considering using this panel from the home depot.

I am a little confused by the exemption of the 2008 nec 42 amp circuit maximum rule. I see it is now ok to run more than 42 circuits on a 200 amp panel if the board is rated for it. However it says there is an exception and the rule of 42 max still applies if you have more than one main breaker. I am new to the job and doing my homework at night and apprentice during the day so forgive me but when would there be 2 main circuit breakers? This box has one main circuit breaker so it falls within the guidelines of being acceptable to the 2008 nec correct?
