I have a 2 story apartment building that my client is turning into 1 apartment. There is now two 100 amp services on the apartment which I?m going to remove and turn into 1 200 amp service. The upstairs flooded and they are removing all flooring and walls down stairs. The building heat source was gas and they want me to install electric baseboard heat. My question with job is, if they are gutting the downstairs apartment I believe I have to upgrade all smoke detectors in the building as per code. Would they make me upgrade to tp receptacles downstairs because of the removing of the walls.? I'm a commercial electrician by trade, just started up my own company still learning some of this residential code.

Probably. It would be a NEC requirement directly if you are installing the outlet, for replacement it is not spelled out as GFCI protection is. I would plan on it, personally.
 
I would check with an inspector on those issues. Some jurisdictions will not make you upgrade if you are replacing damaged siding or walls.
