200a ATS for single 200a panel

I have a 400a service with 2x 200a panels each being the service disconnect. They are both installed on the exterior on the house. Am I required to install a single 400a service disconnect when I install a 200 a ATS for one of the panels?

No - but of course you know the ATS has to isolate the generator powered portion of the service. It's a pretty common set up.

But wait , are you asking because of the emergency disco requirement? What code cycle?

Correct, that’s where the 200a service feed for that panel will come directly to the ATS then feed thru to the panel. In which I also will need to float the neutrals on that one panel.

I assume this is an all new installation, so why not two 200 amp disconnects to satisfy the emergency disconnect rule, then transfer switch and MLO panels? The AHJ may require an E-Stop for the generator grouped with the disconnects.

Ok, just re-read your post, so you already have two panels with service disconnects outside? If both are at the same location, the 400 would not be needed, unless the service disconnect in the service rated transfer switch is not easily accessible?

Both outside in this doghouse like accessible covering. Customer wants the ATS below the panel in this covered space.
