200A Breaker too small?

Have a 3 phase 120/208y 480/277 step up transforner
Has 200A breaker on 208 side, 100A disconnect fusible on 480 side
Used has bench test power only, not continous.
Tried starting a 75 HP motor, 200A trips immediatley, does not blow fuses at 100A disconnect (90A fuses)
Shaft on motor tries to move when energized, rotates freely by hand.
Meg tested motor= good, no open, short, or ground fault.
Think I need to go to a 250A breaker.
