200A panel with (2) 100A panels feed from it..

Electrician walked off a job and I am looking at it and considering if I want to take it. Anyhow, I have not done a load calculation yet, but the main panel (200A) has two 100A breakers in it that are set up to feed two 100A MLO panels in a three story additon. Now after a brief walk through the load on either panel is not going to be huge a few the one is going to feed an apartment on the 1st floor (LR, BR, Kit, Bath), the other panel is going to feed the third floor (2br, Bath, LR) and the second floor is feed off the remainder of the 200A main panel.

The total added square footage is around 4500. I know this is a lot leading up to my question just want to have as much info for posters as possible (I always see the "more info please".

Is there a code issue with having two 100A subfeeds out of the main panel like that?
I did not see it and I am aware the load dictates what you need, but does not dictate what the future use may be. Anyhow hope this makes sense

The code does not address what future needs may be. Do a load calc with what is there and build it accordingly.

It seems you have answered your question.
 
To reiterate, it's perfectly acceptable, residential or commercial, and a way to reduce home-run lengths and save on panel breaker space.
