2011 NEC 210.52(C)(5)

Am trying to wrap my head around what (5) is saying. Referencing the island in Exhibit 210.29 of the 2011 handbook, in addition to the GFCI protected receptacles on each end of the island there is a receptacle on the family room side of the island. The exception to (5) reads to me that if there is a receptacle in this location it must be less than 12" below the countertop if the countertop extends no more than 6" over the support base. So if the countertop extends say 10" over the support base the receptacle must be more than 12" below the countertop or maybe not even there at all? Thanks now for your thoughts.
 
You cannot install an island countertop receptacle where the countertop extends more than 6" from its base. You can install a receptacle there but it will not count towards serving the countertop. I have no idea what one should do if the countertop extends more than 6" on all sides. That would be an anomaly IMO because such an island should not be designed or considered a countertop island.

Locally, our policy calls for installing outlet(s) at "standard" height to meet 210.52(A)(2)(3)
unless the counter top extends so as to be considered a "bar top" indicating bar type seating will be on the "family room" side in which case we do not require any receptacle. As stated, that's local policy.
