2014 Section 250.64(F)

Attached sketch shows GEC for multiple discos to building steel. There are bonding jumpers from steel to rod and another bonding jumper from steel to water pipe. Water pipe has bonding jumper to concrete encase electrode with 5 feet of entrance.

Questions:

1.Should not concrete encase electrode be bonded by bonding jumper to steel instead of pipe?

2. Is the attached sketch in compliance with. NEC 2014 Section 250.64(F)?

Ok it looks like in order to comply per NEC 2014 section 250.64(F)(1) bonding jumper from concrete encased electrode to water pipe should be made to steel not pipe since GEC shall be permitted to run to convenient grounding electrode where the other electrode(s) is connected by bonding jumper. Like attached sketch re drawn. Not sure if it’s right or wrong and how majority of your opinion would be here though.
