2014 section 424.22

I have Dayton 2YU79 30kw 208V three phase electric unit heater. The branch circuit breaker is 100A. 424.22(B) says to provide no more than 60A else sub divide. I am not really sure why this would not have been done for this heater?

You're sure it's not done within the unit or as a separate part from the manufacturer?

424.22(C)
"(C) Overcurrent Protective Devices. The supplementary overcurrent
protective devices for the subdivided loads specified in
424.22(B) shall be (1) factory-installed within or on the heater
enclosure or supplied for use with the heater as a separate
assembly by the heater manufacturer;... "
