Trying to understand the difference between C503.1 ex.7 and C503.6. The first is essentially saying you can replace just under 50% of the light fixtures in a space without the need to comply with the IECC but the 2nd one is saying the same thing except limits to 10% of the fixtures. It is looking to me you can do 50% of the fixtures in a space as long as the "energy use of the building is not increased". But lets say mechanical upgrades are also performed that increase the building energy use, then are you only able to do 10% of the light fixtures in a space.
If a lighting only job, then per the first one, it looks like you can replace up to almost 50% of the fixtures in every space and the 10% limit by the 2nd one is void.
