2015 IECC interpretation

I am curious to know everyone's opinion on the following scenario. An existing industrial building is being occupied for manufacturing metals, under an F-1 use. The building is re-occupied by an F-1 marijuana grow facility and the fossil fuel and electrical energy need is increased substantially. Does section C505 of the 2015 IECC apply to lighting or are there exemptions?

Yes - Remember the energy code is a building code & not part of the NEC, So gennerally I try to keep those inspections separate & contractors informed of issue that may arise under their permits.
C405.4 Interior lighting power requirements (Prescriptive).
A building complies with this section where its total
connected lighting power calculated under Section C405.4.1
is not greater than the interior lighting power calculated under
Section C405.4.2.
Exceptions:
6. Task lighting for plant growth or maintenance.
